Read his mail completely, he gives some good examples of missing
checks. I am not sure wether the good solution is to force the init
scripts to make thorough tests of their environment, but I believe we
should document wether they should rely on the environment or not.
Here, environment does not only mean environment variables, like PATH,
IFS, or whatever, but also available binaries like cat / sed / grep
etc. or available files.
