So my next question is that we can just ask people to change these
directly; maybe no policy statement is necessary.

The reason I say that is because maybe there is some case where the
extension is actually important.  I can't think of one, but once you
create a rule, you get kind of stuck when the exceptional case
arises.  So I always prefer to create rules only when actually
necessary to help solve problems.
