It seems important to me that we now decide how to procede (and
actually enforce this decision then):
- Accept utf-8, and reject any package with non-utf-8-characters
  (please note that ascii-characters are also utf-8-characters)
- Stick to ascii only, and enforce this.

Do you all agree that we need to go one way of these?
