Bug#286553: debian-policy: erroneous enumeration in prebuilt policy.* files

Hi!

In the prebuilt policy.* files, the enumeration of the requirements for
packages providing fonts (section 11.8.5) is erroneous. Rebuilding fixes
it.  
Amazingly, the formats differ here: the text file enumerates
"1,2,6...12,15...20", PostScript and PDF go "1,5...11,14...20".

Since I suspect this may be the spreading Bug #256076 ("debiandoc-sgml:
<enumlist> is totally broken"), I'm CC'ing Ardo van Rangelrooij just in
case.
