Bug#27205: marked as done ([GUIDELINES] Daemons should run as root only if really needed)

I can see there are some daemons (like junkbuster and maybe syslogd)
which runs as root even if they could run as a non priviledged user.
What about adding a policy statement to outlaw that?

A --user option could be added to start-stop-daemon.
