Bug#230217: debian-policy: [PROPOSAL] Should update to Filesystem Hierarchy Standard FHS 2.3

Current debian-policy requires FHS 2.1 of 2001. Current FHS is 2.3
released today. FHS 2.3 is also required by the upcoming LSB 2.0.

The changes of 2.1 to 2.2 can be found in Debian bug #212434,
the changes of 2.2 to 2.3 can be found here

For 2.1 -> 2.2 essentially no changes are required (see #212434)
For 2.2 -> 2.3 the main changes are /cdrom -> /media/cdrom
and the introduction of /srv which were both accepted by Debian
