is there any progress on this issue? And if something is missing, what
it needed?

For your intressed: The LSB 2.0 will be released soon and is based on
FHS 2.0 (if they manage to release that soon). Unless I missed something
(the diff 2.1 -> 2.2 is huge, the actual changes are not that much),
there is no problem going via 2.1 -> 2.2 -> 2.3 rather than 2.1 -> 2.3
with regard to the changes.

The current LSB 1.3 is based on FHS 2.2.
