Bug#191411: [proposal] build-depends-indep should not be satisfied during clean target

Sounds good. I won't object to such a paragraph, although I'd think it's
not really necessary (since arch:all only source packages don't really
need the distinction between build-depends and build-depends-indep
anyway. See my other post on the subject.)
