Bug#191411: [proposal] build-depends-indep should not be satisfied during clean target

Something like:

If a source package only build architecture-independant packages, the
difference between Build-Depends and Build-Depends-Indep is that only
Build-Depends is required to be satisfied for the "clean" rule. Hence
you should usually use Build-Depends.
