Bug#218893: Proposal: debian/rules.version file [Fix for the build-arch problem]

The real benefit is that it makes it possible to really use
Build-Indeps, that most multi-binary-packages need to build
arch-independent documentation only once. (Compiling XFree on
some small machine for example already hard enough a task, even
without the hour needed for installing all the build-dependencies
for the documentation...) Not to speak about easier bootstrapping
of new arches and such things...
