	Policy does not need to document every single potential
 behaviour of packages. 

	The issue under discussion is whether all this comes under
 preserving user changes as far as program configuration goes. In some
 sense, echo '' > /etc/filename, and rm -f /etc/filename, both
 represent a user change to a configuration file. Is it reasonable to
 distinguish between these changes? Why would you think so?
