Bug#193748: debian-policy: gcc-3.3 no longer has <varargs.h>

I concur, although perhaps it's still valuable to leave the libtermcap
comments there since it (presumably) doesn't trigger a compiler warning
in the same way.

I filed this bug after running into xisp, which uses it. I don't recall
encountering anything similar before, although of course the compiler
change is very recent.
