While you're all taking a look at footnote 6, it might stand to reason to 
change:

http://kitenet.net/doc/debconf-doc/introduction.html

to:

http://www.debian.org/doc/packaging-manuals/debconf_specification.html

or another debconf doc hosted here at debian.org.  As the stats have
already moved, it stands to reason that this should point to a www.d.o 
doc.
