I mostly forgot about those bugs, probably because I considered them trivial to fix (delete one line from debian/rules, after all). I think the best way to proceed now would be to come to a consensus on the policy list as to the following question: Must clean be invoked as root? Packages putting dh_testroot in the clean target assert so; current policy isn't so clear. My personal opinion (subject to change with good arguments against it, of course) is that clean must not require root unless another target has been invoked as root. This means that for most packages, clean will never need root, because fakeroot isn't actually root. Further, while we're at it, we may want to make clear the use of fakeroot for the binary target.
