You're trying too hard to parse it.  This is not some silly game to see
what sort of frivolous bug reports we can file today.  The purpose of
policy is to help us make a better system.  Try worrying about things
that matter.

You're probably right here; at the least, it should be edited to be
more clear.  Perhaps: "the clean target may need to be invoked as root
(in case binary has been invoked)".  But policy is not perfect, nor do
we claim it is; there's a lot of sections (especially stuff that got
imported from the old developers-reference) that needs to be cleaned
up or dropped.  It's not our top priority to do this because we have
other priorities, and, for the most part, people have common sense.

So, the next time you see something that is working fine, and nobody
else is complaining about it, and you think it *might* be a violation
of the precise letter of policy, please ASK FIRST before filing a
possibly-frivolous bug report.
