	Say what? If policy says to do something, and a package does
 not do it, it is buggy. Just setting Standards-Version to 0.0.1 does
 not make packages immune from the dictates of policy.

	Standards-version is only useful to help the next uploader to
 figure out how many changes maybe needed to make the package policy
 compliant (by looking at the upgrade checklist).
