That's because editors are special :)  From policy 12.4:

     It is not required for a package to depend on `editor' and `pager',
     nor is it required for a package to provide such virtual packages.[1]

[1]  The Debian base system already provides an editor and a pager program,


I guess the reasoning is that any system will have at least one editor,
even though no editor is Essential.  Or maybe it's because it is so easy
to have EDITOR point to a non-packaged editor.  Note that sensible-editor
itself is in debianutils.  

The virtual-packages changelog shows that an "editor" entry was actually
added and then removed in 1996.
