Bug#131583: debian-policy: How to write description field should be part of policy

Hi,

I went into the same problem than Gergely Nagy today. I think that
the section 7.1 from the packaging-manual concerning the description
should be included in the debian-policy since it is a *standard* that is
used by *several* debian tools to decide how to display the description
field in any user interface (dselect, aptitude, gnome-apt, deity, ...).

It has nothing to do with developers-reference which is more about
what is available for packaging, and how developers should cooperate
and so on.
