Hi,

        What kind of policy support is required for this? Policy does
 not claim to be exhaustive about the package description, so the
 package management tools can add and and on headers in the
 description themselves with impunity.

	Personally, I don't see how this solves the problem, and I am
 definitely not sure this is the optimal solution. 

	The way policy works is to allow solutions to be tried out in
 the wilds, and when something has been tweaked to work, policy is
 used to document the working solution. Policy should rarely be used
 in the design phase.
