FHS vagueness on /opt

FHS says (section 3.8, about /opt hierarchy):

       The directories /opt/bin, /opt/doc, /opt/include, /opt/info, /opt/lib,
and /opt/man are reserved for local system administrator use. Packages
may provide "front-end" files intended to be placed in (by linking or
copying) these reserved directories by the local system administrator,
but shall function normally in the absence of these reserved
       directories.

This does not seem to answer "Can distribution packages install links for
'front-end' files in /opt/bin, etc. ...". Well, at least it seems to answer
negatively, although allowing distributions to install front end files
automatically would be useful.

How can we get a clarification on this paragraph?

Thanks,
