Bug#51411: marked as done (build-essential does not include debhelper)

Given the number of packages in Debian that use debhelper, is it really
desireable to leave it out of build-essential, such that something like 
70% of packages need to add an explicit build-time dependency on debhelper
to be compliant with current policy?
