Package: build-essential

The 3.1.1.0 debian-policy secion 2.4.2 refers to

	/usr/share/doc/build-essential/list

as the list of members of build-essential. That document tries to claim it
is not canonical, and points back to 2.4.2 in policy for the authoritative
list. Both can't be right. I suggest the text in the file provided by
build-essential be updated to correctly indicate its status.
