You've gotta be kidding.
Something potentially harmful? Firstly, that is debateable,
making people do two uploads is also potentially harmful, and you
are not mandating the unstable build be done on a unstable box in the
first place.
Arguably, using helper packages without knowing what the hell
is going on behind the scenes is a potentially dangerous
practice. Should policy now ban helper packages?
Hell, UNIX allows people to do potentially dangerous things.

Disallowing convenience to work around possible design flaws
in an unrelated process is not my idea of doing the right thing
