I don't think that's the case: parts of the packaging manual were moved
to policy (because they were policy type stuff), and the rest needs to
be re-packaged as the packaging guide.
A lot of stuff, like how the {pre,post}{inst,rm} scripts work, needs to
be documented but should absolutely positively not be in policy.

Agreed, but that document is *not* the policy document.
