Um.  Policy *IS* the guide for making packages now.  There's no
Packaging Manual any more, and so these kinds of details must be
included in policy.  There's no other place to put them!

How else are we supposed to learn about when to use dpkg-statoverride?
Guess?  Bug people on IRC?  I'd rather be able to read one document
and learn how all the dpkg tools work.
