You're right.  Sorry.

I finally tracked down the source of my confusion.  There's a footnote
at the start of policy which refers the reader to RFC 2119, which I
then read.  But policy uses the terms in an essentially different
way.  And then Sam mentioned the RFC meanings again....  I just got
them thoroughly muddled.  Too many late nights.

OK, back to our regularly scheduled programming!
