Bug#126131: debian-policy: Errors in section 9.1 footnote 3

In section 9.1 "Handling shared library dependencies - the shlibs 
system" footnote #3 there are two errors:

"In the past, the shared libraries linked to were determined by calling
ldd, but now objdump to do this."

s/to do/does/ or s/to do/determines/

And:

"A package should needs to depend on the libraries it directly uses ..."

s/should //
