This doesn't make any sense to me. I just downloaded
ftp://ftp.debian.org/debian/doc/package-developer/policy.txt.gz
and it has the correct references in it. The version at
http://www.debian.org/doc/debian-policy/
is correct as well.
Where exactly are you finding this incorrect URL?

In the text version, we have:
It may also be found on the Debian FTP site ftp.debian.org as the
file /debian/doc/package-developer/mime-policy.txt.gz, or in the
equivalent location on your local mirror.
Would be difficult to write that as http://ftp.debian.org/... ;-)
