No. Packages generally come supplied with a copy of libtool.

Build-Depends: libtool is only required if the package executes
libtoolize somewhere in the build scripts.

However, you should be able to tell by looking for the files
"config.guess", "config.sub" and "ltmain.sh". (some earlier versions
also have "ltconfig").
