It's impractical. The way I use version numbers is that I increase
the version number if I change the source, and only increase the
revision if I only change debian/. That doesn't make it any less
Debian-native, but makes it obvious what kind of changes I made
in the package.
Forcing one to encode Debian-nativeness in the Package version is
just trying to put too much data in the version imho.
