Bug#75988: Chapter 7 should suggest to use URLs

One of the top-ten requests we get in webmaster email is can we put URLs
of the packages home page into the package page.  We grab the
information for the package page from the package's description field,
so..

I think it would be a nice idea if Chapter 7 of the packaging manual 
suggests the inclusion of the packages home site in the long description
to enhance the usefulness of that description on our website. What I
mean by the package's home site is, eg apache -> http://www.apache.org/
(apache package actually has this in it already).

I don't believe it should be a mandatory requirement but I would suspect
a lot of maintainers do not realise we can encode a URL in the
description into a hyperlink on the website.  Getting more URLs into
descriptions will enhance packages.debian.org usefulness and reduce
a frequently requested feature request.
