Bug#72849: policy: advises to use -s flag to install in wrong place

Section 4.1 tells to use something like:


INSTALL = install

ifeq (,$(findstring nostrip,$(DEB_BUILD_OPTIONS)))
INSTALL += -s
endif


This is usually wrong, as automake Makefiles also use INSTALL for
non-binary files.  I tried this and got a complaint while it attempted
to strip a manpage :(

INSTALL_PROGRAM should be probably be advertized instead.

Also, packages using debhelper may just call dh_strip and don't need
to care about adding -s flag to install.
