Interesting. I seem to recall that Packaging manual was going to be
part of policy when the current update mechanism was being drafted.
I've since always assumed that Packaging manual is policy, and worded
my policy amendment(s?) accordingly. It does contain some cruft that
needs to be removed from policy, yes, though.
