I wish you would ascertain what the plan is before complaining
about it. The plan certainly is not to wait for all packages to
implement the symlinks *before* declaring them all deprecated.
It shall be an RC bug to have dirs in /usr/doc for woody. And
that is when we can expect packages to either be upgraded, or swept
out.

Since modifying debhelper did not prevent one in five packages
to convert, I doubt that it would magically make woody fully FHS
compliant either.
Woody shall have a full /usr/share/doc/ when released, while
allowing for partial upgrades from potato all the way, under the
plan. I think this is not the time to start getting impatient, and
saying that 79% completion is as good as done. (one or two percent,
perhaps, but 21% -- I don't think so)
