Footnotes are not part of the policy, so we should prefer the
actual policy to the footnote. However, this is indeed a bug, and it
shall be fixed in the next release.

I think the character should be a period (I thought I was
going to add more to the ratioanle, but I changed my mind, I
think). Fixed in the next release.
