The copyright file for this package says:

   Copyright =A9 1990 - 1998 Lee McLoughlin

   Permission to use, copy, and distribute this software and its
   documentation for any purpose with or without fee is hereby granted,
   provided that the above copyright notice appear in all copies and that
   both that copyright notice and this permission notice appear in
   supporting documentation.

   Permission to modify the software is granted, but not the right to
   distribute the modified code. Modifications are to be distributed as
   patches to released version.

The above paragraph, by itself, would make the package non-free,
by point #3, "Derived Works" in the DFSG.

However, the author later says in the copyright file:

IMHO, either this is a Debian-only license or it is not.

If it is a Debian-only license, then this package is non-free, by point
#8, "License Must Not Be Specific to Debian" in the DFSG.

If it is not a Debian-only license, then it should be clearly written in
the license itself, not in a separate mail by the author, i.e. the
copyright file should read something like:

   Permission to distribute the modified code is granted as long as the
   unmodified code is distributed as well.
