Bug#64437: PROPOSED] Must/Should/May in policy



Assuming there aren't any more issues, I'll mark this as ACCEPTED next
Sunday or so (ie, two weeks after it was PROPOSED, and however long
since the first post)

Sounds good to me.

Note that this clears up the orignal daemons != services ambiguity,
which seems reasonable. inetd services aren't (usually) daemons, they're
just services.
