Why does this need to be policy?
And, if it does indeed, please clarify what you mean by a
databse (I, personally, think of postgresql or oracle 8i).
Secondly, ``completely'' is ambiguaous.
The not updated by other packages is already covered by
policy, and does not need to be i a new proposal.
