Why should that be the case? Why can't you install things in
/usr/doc/pkg if pkg isn't installed? The only thing I can see being a
problem is if one of pkg and pkg-doc converts to the FHS and the other
doesn't; but I presume that these packages would have the same
maintainer anyway, so this shouldn't be too much of a problem.
