Procmail supports maildirs. exim, I don't know. qmail is the reference
implementation and sendmail and postfix can use procmail.

Maybe. But even without pushing maildirs as the default I think
~/Mailbox would be a good goal too, because of the security benefits
(no more sgid MUAs).
