        I think you misunderstand. "without any modification to any
 existing packages, and hence policy.". As I read it, that means that
 no packages need be modified, and thus this is not policy. And such is
 the case.

        The scripts and all have been written -- all that is in the
 proposal. The only thing needed is to modify dinstall, and then the
 package selection/installation tools. 

        Since this is not policies domain is precisely why the
 proposal is stagnat. I shall purge it the next time I am working on
 the BTS.

        It would be neat, though, if apt and dinstall were so
 modified, and could give an accurate picture of space requirements
 all customized to the local partitioning scheme, as demonstrated in
 that proposal.
