We avoid these inconsistencies where reasonably possible, but users should
be aware that complete upgrades/downgrades, in particular between releases,
are what has our attention.

I for one would much rather have limited problems for those who upgrade only
partially than solutions that involve modifications to the core package
management tools simply because a couple of preffered locations have
changed.
