Draft policy 3.1.0.0 now available

A draft version of the policy package which I intend to upload as
3.1.0.0 soon is now available:

The changelog follows.  The remaining things to do are:
 - fix the <url> tag problems (something to do with a bug in
   debiandoc)
 - finalise the liblockfile stuff
 - include the stuff on -g if a wording was ever agreed upon

I don't think there are any others at this stage, but please correct
me if I am wrong.  I'd appreciate someone to check through the policy
and packaging manuals to see that they look OK.
