*Shrug*. In the view of later decisions, perhaps I should have
said ``well defined'' proposal instead of ``forma;'' in that
message. Yes, we discussed it, we had one objection, we voted on it
(it was near unanimous, if not fully unanimous).
We then decided that the proposal would not have the weight of
policy, and would be an informal guideline. For a loing time it was
not even packages with the policy docs. Only in the last release or
so has it been added.
