I wonder if this is really needed in policy. Note that this would be the
first mention of debhelper, debmake, yada, etc in policy. I think it's a
good idea to keep policy helper-tool independant and neutral. After all, if
we all stop using debhelper tomorrow, we don't want to have to change policy
to talk about the helper tool de jour.
