Bug#43757: My emacs can't find some info files

Last announcement I saw, we were *not* supposed to move things to
/usr/share until the transition was properly managed on the dpkg side;
I'm not going to move the emacs info files until I hear otherwise, at
least.

However, in this case, all you'd really want is for emacs to search a
path, so it can find unqualified names in either location.  That I can
probably figure out a way to do.  However, if it involves significant
new code, as opposed to mere configuration changes, I'm going to
recommend you upgrade to emacs20 (and report the bug there as well, if
the problem still exists.)  Actually, I'm going to recommend you
upgrade to emacs20 anyhow, since 21 is almost out; emacs19 is a
"legacy" package.
