Bug#43757: My emacs can't find some info files

I think this is a bug in the emacs built-in info reader.
The ordinary info program works fine.

I did actually think about transition of the info files. Please read my
post about the info transition some months ago.

I would suggest the emacs maintainer to reassign this bug to emacs19.
