Such a dependency should be avoided. People should be able to
install/remove docs freely. Sometimes you want to study packages before
deciding which ones to install. Sometimes the package is installed
elsewhere (server) and you want the docs nearby (workstation). It would
not bother me a bit if every functional (i.e. binary) package contained
the essentials only. I might install the docs to help me get it configured
and then remove them.
