This is a weak argument. If dpkg is broken, dpkg should be fixed. I
submit that it fould be best to freeze, *then* fix dpkg, then simply
symlink /usr/doc to /usr/share/doc.
Unfortunately my application has not been processed, so I cannot
formally object to this proposal.
