I need to revise the contents of the ammendment.  `.la' files should be
included in `-dev' packages if they get generated by the source
distribution.  However, if the package/distribution in question uses
libtool's `libltdl' library then the `.la' files _must_ be included in
the run-time library packages.

Manoj, I'm currently on vacation for another week.  I'll be offline
during that period.  Would it be possible to delay processing this
ammendment until then?  Sorry about the confusion and any inconvenience.
